How far a ToolCallPart has got.
AWAITING_RESULT is the state a frontend tool sits in while the client executes it, and is also the state a backend tool sits in while the agent runs it. The protocol does not distinguish the two -- both are "the call is complete and no result has arrived" -- so neither does this.
AWAITING_APPROVAL is the one state the protocol does distinguish: the run ended with an interrupt naming this call, and nothing happens to it until the client answers. The interrupt itself -- the prompt, the answer's schema -- is on the run (RunState.Finished.interrupts), not here, because an interrupt need not name a call at all.
