The instant epochMillis rendered with the Unicode TR35 pattern pattern.

The instant is UTC. The specification says nothing about which zone a renderer formats in, and a formatter that reads the device's zone cannot be a pure function of its arguments — so the zone is left to the implementation to document, and this one does not shift.
