Why a function is being evaluated, which is what openUrl is allowed to depend on.

The specification requires openUrl to run only "in response to an active, physical user interaction", and to reject "any uninitiated invocation (e.g. initial layout render auto-trigger or dynamic data binding evaluation)". A renderer cannot enforce that from inside the function, so it is the caller that declares which of the two it is doing.
